刘明罡，博士、副研究员。2003年7月，毕业于华中科技大学电子信息工程系，获得学士学位；2009年1月，毕业于清华大学电子工程系，获得博士学位。2009年2月，入职中国电子科技集团公司第十四研究所，长期从事大型高频有源相控阵天线、毫米波相控阵天线、电磁散射等相关技术的研究和产品开发，完成了一系列重点项目。2014年～2017年，任天线微波专业部阵面总体室副主任。2022年9月，入职华中科技大学电子信息与通信学院。
